To effectively incorporate technology to support teaching and learning, it is necessary to plan at the state, school district, school and classroom level.

State:

While most states have developed technology plans, often they are not implemented. What can facilitate a change at this level?

  • Strong leadership - i.e. legislation and funding to support the plan

  • Encourage school districts when applying for Federal grants to integrate technology

  • Building technology into state curriculum frameworks and instructional materials process

  • Incorporate application of technology into state learning assessment task inventory

  • Establish offices that coordinate resources

District and School-level:

Technology cannot be treated as an "add-on" to the curriculum. Technology applications should -

  • be in curriculum framework guidelines

  • be part of school improvement initiatives

  • be considered in school level program evaluations

The support of the district and the inclusion of teachers in the planning process is critical to the implementation of technology in the individual schools. Involvement will produce commitment to the process.

Classroom:

A systematic approach to implementation is the key. Teachers must be assisted in developing a classroom level plan for technology integration.

A framework for them to follow should define:

  • instructional strategies

  • curriculum objectives

  • student needs

  • assessment strategies

  • supporting resources
