Internet Relay Chat (IRC) is a very popular service on the Internet. Internet Relay Chat lets people all over the world participate in real-time conversations. In order to participate you will need IRC client software, some background knowledge, and an interest in discussing topics with people around the world.
The first IRC was designed by a Finnish guy by the name of Jarkko "WiZ" Oikarinen at the University of Oulu. This happened in 1988. By mid 1989 there were about 40 servers worldwide. In 1991 during the gulf war, live reports were available and more than 300 users were using IRC.
The most obvious educational implication is the chance for students to communicate with other's all over the world. Students could find channels that have people talking about topics of interest and research topics.
