Technical lead and lead developer for project to modernize a government owned imagery analysis/exploitation application.  Define and manage project requirements and assist customers in development and validation of customer requirements.  Manage human and capital resources.  Coordinate system architecture with IT support staff.  Provide technical leadership and mentoring to project team.  Coordinate development and delivery of project status reporting to customer.  Develop new imagery metadata format to support government and commercial imagery.  Project task includes:

3/2007 – 10/2008.  L-3 Communications, St. Louis, MO.

Provided software engineering and database administration support to the Research Division (SR) for the operational support of the Voyager Integrated Library System to include develop and implement enhancements to the Voyager ILS program to support new and existing technologies and initiatives such as the Website redesign, distribution and inventory processes and the ongoing support of the cataloging data extraction process.  Responsibilities included: application development using Pearl, HTML, JavaScript, and PHP; Data transfers across multiple networks and databases, Daily QC/QA data checks, and customer relations (identifying/tracking/resolving system/software faults.)

 

2/2005 – 3/2007. SAIC, Columbia, IL.

Contract Visual Basic programmer at National Geospatial Intelligence Agency, St. Louis, MO. Provided software engineering and database design/maintenance for NGA production of aeronautical data on the 28 day aeronautical data effective date cycle. Primarily focusing on extraction and formatting of DAFIF information, also supported Digital Vertical Obstructions applications and FLIP text generation.  Responsible for general software development tasks including writing code (new development as well as modifying existing code), analysis and design work, researching bug reports, testing, documentation of code and testing procedures, and peer reviews.  Indirect responsibilities include database administration of 3 Sybase databases, system administration of development and testing systems, as well as development and testing system engineering.

 

9/2004 – 2/2005.  SAIC, Columbia, IL.

Visual Basic/ColdFusion programmer.  Primary duties included ColdFusion development (both front end GUI and data processing/retrieval modules) for commercial websites.  Responsibilities also required strong knowledge of SQL server and Oracle databases, Java script, HTML, IIS server, ColdFusion 4.5/5/MX server administration, and WFS.

 

 

 

06/2002 - 09/2004. Lockheed-Martin, Scott AFB, IL.

Conducted all-source research and analysis to identify, assess, and issue early warning of Computer Network Defense (CND) threats to United States Transportation Command (USTRANSCOM) and Defense transportation System (DTS) assets. Identified and determined relevance of CND threats to worldwide DTS operations, in transit forces, and the global transportation infrastructure.  Analyzed foreign intelligence, open source information, and other resources to compile a detailed knowledge base on the details of computer network attacks and defenses to discern patterns assisting in threat warning, risk mitigation, and post-CND attack assessment.

 

10/2000 - 5/2002. Mantech, US Southern Command, Miami, FL.

Developed Access database and ColdFusion web interface for storing and analyzing computer network intrusion detections. Conducted pattern analysis, risk assessment and post-CND attack assessments. Prepared operations/evaluation/assessment plans and annexes for IO, intelligence and security, and vulnerability assessment support. Developed process of automating input of network intrusion detections into database. Designed and implemented web based interface with intelligence database, and analyst task tracking application.

 

08/1991 - Present. US Army (Active Duty/Reserves)

Developed and administered two personnel security databases for US Army Directorate of Security Fort Hood and Fort Riley. Wrote over 3,000 lines of Visual Basic script to facilitate automation of daily tasks and to supplement data queries. Maintained user accounts and controlled access.  Coordinated

with Directorate of Information Management to place replicated database on LAN server thus allowing installation-wide access. Designed user interface through intranet and database forms. Developed and administered security badge database for Directorate of Security, Fort Riley. Linked MS Access database

with IVIS 1000 software. Maintained user accounts and controlled access.

 

Initiated and lead the United States Army Europe (USAREUR) Open Source Intelligence section including:  Defining project scope, goals, and deliverables, defining project tasks and resource requirements, developing and administrating the workstation software baseline, team member task assignment, personnel management, design and administration of a single web site across 3 different networks, supervising daily data updates, product creation and dissemination, quality assurance, UNIX scripting to facilitate automation of daily tasks such as data mining/searching/uploading, and site monitoring. Received Master Operator certification for 7 different automated systems.

 

Performed network/system administrator duties on Windows 9X/2000 and UNIX systems. Performed hardware and software installation and troubleshooting. Responsible for creation, quality assurance, and distribution of 2 daily products. Conducted interagency coordination of materials, personnel, knowledge, and production. Efficiently allocated personnel, resources and time in meeting deadlines. Coordinated daily transfer of open source data from unclassified network into three databases. Coordinated directly with national level entities to ensure synchronization of Ground Order of Battle (GOB) databases.
